Laos and North Korea have signed a cooperation agreement to enhance relations between their ruling parties, including increasing exchange visits and areas of traditional cooperation.



Communist holdouts Laos and North Korea agree on closer ties

Vientiane, Laos - The communist governments of Laos and North Korea have signed a cooperation agreement to enhance relations between their ruling parties, an official press report said Tuesday.

North Korea concluded the agreement with Laos Monday, the state-run Vientiane Times newspaper reported at a time when North Korea has seen its diplomatic isolation rise after an artillery attack last month of a South Korean island and the March sinking of a South Korean warship
The agreement was made as a high-level delegation from North Korea led by Kim Yong Il, secretary of the Party Central Committee and head of the External Relations Committee of the ruling Korean Workers Party, was visiting Vientiane.

Signing the agreement on behalf of Laos was Thongloun Sisoulith, a Politburo member and head of foreign relations of the Lao People's Revolutionary Party.

The signing followed bilateral talks in which the two countries agreed to increase exchange visits and enhance 'growing friendly relations and traditional cooperation between the two countries.'

The North Korean delegation also paid a courtesy call on Secretary General of the Lao People's Revolutionary Party Choummaly Sayasone Monday.

Laos and North Korea established diplomatic ties in 1974, but bilateral relations and exchanges of visits were stepped up in the 1990s after the fall of the Soviet Union and the dwindling number of communist governments.

Lao-North Korean friendship remains unchanged

Cooperation between Laos and the Democratic People’s Republic of Korea (North Korea) remains unchanged despite changes in the global situation and the opposition of western powers.

Over 36 years, the cooperation, friendship and solidarity between the Parties and people of both countries have been important in maintaining the global socialist task.

Regular exchange visits by government leaders before and after the establishment of diplomatic ties has further enhanced the friendship between the two nations.

Following the declaration of the Lao PDR in 1975, Mr Kaysone Phomvihane visited North Korea in 1977 and the two countries made a joint statement of cooperation. North Korea established its embassy in Vientiane in 1974 and the Lao embassy in Pyongyang opened in 1998.

Prime Minister Bouasone Bouphavanh officially visited Korea in 2008, while Kim Yong-il, then Prime Minister of North Korea, visited Laos in 2007.

The North Korean Labour newspaper publicised the meeting between Lao Deputy Prime Minister and Minister of National Defence Lieutenant General Duangchay Phichit and the North Korean Minister of Culture Kang Nung Su during his visit to Laos from June 18-21, 2008.

During more than 30 years of cooperation, Laos and North Korea have helped each other recover from natural disasters and improve education. Laos considers North Korea as a strategic friend. For this reason, the Lao government has always supported North Korea in efforts to unite the country peacefully.

Even though the Lao government and people still face financial difficulties, the country has provided assistance to North Korea in both materials and cash, in the spirit of international workers’ solidarity.

Laos provided several thousand cubic metres of pinewood to Korea in 1994. In 1998, Laos donated US$70,000 and cancelled a debt of US$40,000 for the North Korean embassy’s electricity, water and rent.

Laos donated 3,000 cubic metres of wood worth US$468,000 for the construction of housing in 2000. Laos also donated US$25,000 after a train exploded in Ryong Chon in 2004, and the same amount again after flooding in 2007.

Last year, on behalf of the Lao government, the Ministry of Foreign Affairs presented a pair of elephants as a gift to the North Korean government.

The DPR Korea has also helped the government of Laos. It provided assistance worth about US$3 million to Laos in the fight for national liberation against foreign aggressors. From 1975-79, North Korea helped to improve the skills of five Lao technical personnel. In 1981, Korea presented three electricity pumps with 100 horse power, and from 1993-96, the country donated materials worth US$3 million. It also trained three Lao employees in the Korean language.
The two countries have also supported each other on the international stage, including cooperation on national defence and security.

The North Korean government is also interested in opening a North Korean restaurant in Laos, while Laos has suggested North Korea invest in its agricultural sector.
In addition, Laos and North Korea have signed various cooperation agreements on culture, economic issues, air transport, trade, information exchange, science and technology, and travel between the two countries.

North Korea has also proposed cooperation in the health sector, mulberry cultivation and silkworm rearing, the establishment of an economic technique centre and the construction of small and medium-sized hydroelectric dams.
