We need to put relations between Russia and NATO - The Third Turn

The hypothesis of this essay is that the conventional Western view of post-Communist Russia has passed through two cycles and is entering a third. While the first two were grounded mostly on what observers wished to see, the third is shaping up to be based more on reality. Little Brother As Tom Graham wisely observed some years ago: while no one will take seriously a country with a declining GDP, no one can ignore one whose GDP is rising. When the USSR fell apart in 1991, its extraordinarily centralised economy, whose links were now were blocked by new national borders, choked and died. Living standards sank, inflation exploded, the tax base collapsed, state employees went months without pay, factory employees were paid in kind, the social support system failed and the demographic decline that had begun in the Khrushchev period accelerated. 全国一片橙色,但有若干红点 青民盟赢得地方自治选举 新任布达佩斯市长陶尔洛什.伊士特万(Tarlós István) 10月3日,匈牙利全国举行了地方自治选举代表会议和自治政府长官选举和少数民族代表选举。全国820万选民可在11.000个选举点投票。根据当晚不完全统计,今年的地方自治选举的投票率相当低,仅为46.5%,比1998年略高,但比2002年和2006年都低。其中首都选民的投票率最低,不到50%。据选票加工率84%时计算,青民盟的布达佩斯市长候选人陶尔洛什.伊士特万获得投票总数的53%,社会党市长候选人霍尔瓦特.乔包得票率为29%,“政治可以是另一个样”的候选人得票率为9%,极右的尤比克候选人得票率为7%。 自治政府选举结果基本上符合民意调查机构的预测:青民盟—基督教民主人民党执政联盟取得压倒性胜利,在全国19个州和首都布达佩斯的代表机构(相当于议会)中均取得多数席位以及州级市绝大多数市长职位。最重要的是,青民盟候选人当选为布达佩斯市长,是65年来第一次由右派执掌首都的领导大权。虽然当选为地方自治长官的绝大多数是独立候选人,但主要集中在小村镇,不影响青民盟胜选的意义。 在全国一片橙色(青民盟的象征色)中,还有若干红点,这就是塞格德(现任市长、社会党的波特卡.拉斯洛战胜了青民盟的对手,再次当选为市长,青民盟及其盟友在市议会中亦未得到多数)、布达佩斯的三个区吉什佩斯、切佩尔和比较重要的十三区(社会党区长托特.尤若夫以较大优势胜选)。 10月3日还进行了少数民族自治代表选举。参选人数比例大大超过地方自治选举。与参加地方自治选举者的53.1%相比,2006年第一次注册的20万选民的约三分之二走向投票箱。今年也差不多,总共近23万选民的62.55%参加了选举。匈牙利有十三个少数民族:保加利亚人,茨冈人,希腊人,克罗地亚人,波兰人,德意志人,亚美尼亚人,罗马尼亚人,鲁欣人,塞尔维亚人,斯洛文尼亚人和乌克兰人。今年的选举共选出2321名代表,比计划减少了21人。首都每个区都有少数民族代表选举。每个少数民族自治代表机构有四个代表,州级市和首都除外(七人)。 欧尔班:困难在后头 青民盟党主席、总理欧尔班就选举结果发表讲话。他首先感谢所有投票的选民、青民盟的积极分子以及政治家和当选为自治政府长官和地方议会代表的人。他说,最大的成功是:为了某种事业...

Obama called Medvedev on Thursday. Many countries have long since been aiding Russia in extinguishing the fires . The US special envoy to Afghanistan, Richard Holbrooke is reportedly holding talks with officials of the UN mission in Kabul on the issue. Exonerating some Taliban members may occur before the international conference on a possible settlement in Afghanistan, slated for July 20th. The authorities in Kabul are praying for that. In 1999, the UN imposed sanctions against the then ruling Taliban, for bluntly refusing to hand over Osama bin Laden, regarded by the US as terrorist number one, and in 2001, more than 100 names of members of Taliban and Al-Qaeda were added to the black list which now contains 137 names.
