Experts: Concept of Ukrainian-Russian relations won't change in 2011



Russian experts interviewed by Gorshenin Institute as part of a research project titled "Ukrainian-Russian Relations. Results of the Year", consider that in 2011 the concept of Ukrainian-Russian relations will not change.

Thus, the director of the International Institute of Political Analysis (Moscow, Russian Federation), Evgeniy Minchenko sees the most significant events of the past year the presidential elections and local elections, which showed that the Regions Party controls the political situation in the country, and there is hope that it will be a partner of Russia for a long period. Meanwhile, according to the expert, we should not expect the rapid progress of Ukrainian-Russian relations in 2011. "We have a problem, such as the gas one. It is obvious that there is a difference in the perception of this issue by the Ukrainian and Russian sides. I think that we should not expect a rapid progress here. In aviation, we also have difficulties, therefore, in my opinion, the key point is now to transfer our communication to innovative projects and it is far more effectively to engage in them small and medium businesses," Minchenko said.

In turn, the president of the National Strategy Institute, Mikhail Remizov, (Russian Federation) noted that, in general the year 2010 was favorable for the Russian-Ukrainian relations. "Ukraine has changed the approach to relations with Russia - in the sense that, it seems to me, at least, the ruling group of the Ukrainian political class felt that the working and good neighborly partnership relations with Russia are a resource of Ukraine as a regional state," he said.

The main events of the year, the politologist believes, were the agreements on gas and the Black Sea Fleet. "And each of these transactions individually, on the Black Sea Fleet, and the gas, is absolutely beneficial for both parties. Public opinion of the countries does not understand this and not ready to accept it due to various reasons. Another achievement is a discussion on the exchange of assets and the establishment of joint projects in the generating industry. The talks about the possible merger of Gazprom and Naftogaz - I consider as a little realistic project. But, nevertheless, it addresses a very important objective problem - what will happen to the Ukrainian gas transit system. In my opinion, the construction of South Stream for Russia is very disadvantageous and unnecessary project. Especially, as Moscow is seeking to diversify its economy, including a more advanced processing of natural resources and hydrocarbons. It would be much more rational to negotiate with Ukraine and modernize the existing GTS," the Russian expert believes.

According to Vyacheslav Nikonov, executive director of Russian World Foundation, in 2011 relations between the two countries will develop in line with the national interests of Russia and Ukraine, who will take into account the views of each other.

"Next year will be, I think, interesting from the standpoint of how Ukraine will connect, and whether it will join the processes of integration in the CIS, Eurasian Economic Community, Common Economic Space, etc. I think these practical issues will be most important. And I think the dynamics of relations will depend on this," Nikonov said.
