Mikhail Fedotov, the head of the council under the Russian president for promoting the development of the institutions of civil society and human rights, on February 1 said it is impossible for Russia to modernize unless the country rids itself of totalitarianism’s legacy once and for all. He stressed that independent courts, free media and political competition are prerequisites for modernization. How serious is Medvedev’s push to rid Russia of the Stalinist totalitarian mentality?
