Iran’s intelligence penetrates the wall of China

Iran is busy with its maneuvers on numerous fronts. With regards to America, it is flexing its military muscles, dazzling the naïve, and providing fuel for its trainees waiting to carry out its deeds. As for Russia, Iran feigns that relations between the two countries are “cordial”, for at least they meet in the Syrian trench, although each has its own goal. However, at present, Iran's main emphasis is on China.

Iran’s stance towards China is very interesting: on the one hand Iran is furious at China's cooperation with some of the sanctions imposed upon Iranian banks, but on the other hand China still holds the "key" to the effectiveness of the international sanctions. Besides, Iran believes that China and Russia are striking a balance between the mounting pressure of the US and its Western partners, and extending economic relations with Iran as protection against international sanctions. Hence, Iran is also striving to develop greater ties with China through alluring oil deals. However, the West has noticed that China, which imports 11 percent of its oil from Iran, has cut its imports during the past two months, yet it is not known whether China has sought to diversify its oil supply, or whether it is still seeking to purchase Iranian oil but on better terms.

Iran’s temptations mask its secret activities in China, as it fears Beijing’s policies are two-fold; China is using its influence to reduce the pressure mounted on Iran in order to protect its interests there, but it would eventually submit to the Security Council's resolutions in order not to provoke other members.

China was a major cause for the disagreement between President Mahmoud Ahmadinejad and his Minister of Intelligence Heyder Moslehi, who criticized the manner in which agents were being recruited in the Far East, and gained the support of the Supreme Leader.

For nearly a month, Moslehi has been supervising a “mission” in China that incorporates Chinese agents who began work for the Iranian regime in early 2011, and are providing Tehran with significant intelligence information. Iran's long-term objective is to “impose” a shift on Chinese political stances and learn how China determines its relations with “arrogant and aggressor states” (Western states, mainly the US), with regards to the West’s standoff with Iran over nuclear weapons.

Recruiting in China has been something of a successful coup for Iran, because Chinese recruits have access the sources of information that Iran seeks to exploit. Whilst such clandestine activity is being undertaken by Iran, it is kept separate from diplomatic relations with China to the extent that Iranian Foreign Minister Ali Akbar Salehi recently paid a visit to Beijing, shortly after these activities had begun.

Many of the Chinese agents recruited by Iran are either diplomats or civil servants in Beijing, who are required to provide Iran with details of China’s political stances towards upcoming issues expected to be deliberated at the Security Council. This includes the new sanctions imposed by the US and Britain, as well as the upcoming measures to be taken by the International Atomic Agency.

The reason why these Chinese government employees agreed to leak information and why they believed their [Iranian] interlocutors is unclear. The Iranian officers who were assigned to contact the Chinese agents are using aliases and claim to be businessmen from other countries. The concerned Chinese officials do not seem to be aware that they are aiding the Iranian regime directly. In recent weeks, they have been updating the Iranians on Western efforts to urge importers of Iranian oil to cut trade significantly.

The mission assignment was ordered by Ayatollah Ali Khamenei, who requested that the Intelligence Ministry should take active steps to secretly recruit agents fluent in Mandarin Chinese. It was decided that this particular ministry should be used as a tool to aid the establishment of a secret Iranian-Chinese economic project. Hence, Iran is recruiting Chinese businessmen linked with fake trade firms under the direct supervision of the Iranian Intelligence Ministry with the aim of evading international surveillance of their businesses. Attempts are also being made to bribe senior state officials in the Chinese trade sector and banking system, in a bid to steal a march over rivals seeking to win lucrative deals, specifically in the energy sector.

The office of the Iranian Supreme Leader has emphasized the need to keep these plans secret, fearing potentially devastating consequences if they were discovered by the Chinese. Khamenei has emphasized the importance of China's economic ties with Iran (Iran is among major exporters of crude oil to China), but his international affairs advisor Ali Akbar Velayati has suggested that these relations are effectively guaranteed: “China relies on Iran. Such a partnership is useful to them as well.” Velayati added that “Iranian officials could in fact extend their influence in China, for Iran is significant to the Chinese economy.”

There has been some opposition to the plan from within the Iranian Intelligence Ministry itself, out of fear of possible political consequences if the plan is exposed. The Intelligence Ministry was forced to intensify its counter-surveillance operations after Indian Navy marine commandos stopped a trade ship (Nafis-1) flying the Iranian flag inside Indian waters on the 14th August 2011, with eight African crew-members onboard and a cargo of equipment from the Far East. Ever since this incident, the Intelligence Ministry has undertaken desperate efforts to prevent its activities being tracked. Despite such a setback, the "mission" is still active in China because Moslehi, Velayati and the inner circle of Khamenei are convinced that such recruitment serves the prime objective which they believe will lead towards the progress of the Iranian nuclear program, and the land-to-land missile project. This is apart from the significant information and materials that have been obtained from North Korea, and are now being developed in Iran.

The new information which Iran has obtained through its Chinese recruits is extremely sensitive, including 60 possible exporters of dual-use nuclear equipment (some of which is produced by Japanese firms), and the raw materials which Iran requires. Through these new channels, Iranian intelligence has found a way to obtain high-quality carbon fibers, which Iran requires to construct more advanced centrifuges than those installed in Natanz, south of Tehran. Other items sourced include special oils and minerals that are necessary for these projects, as well as computer machines manufactured by the Chinese company “SMTCL” (the transactions and dealings are carried out between the identified company and the holding companies established by the Iranian government, so that Iran can purchase electronic equipment to produce the main components of missiles).

Moslehi is aware that this new supply chain will dramatically increase Iran’s uranium enrichment capabilities in Natanz, as well as in other major nuclear sites in Iran. The obtained information also included a stock inventory list of certain Chinese companies, which Iran can use to circumvent the official sanctions imposed by China and its international partners.

As a result of the successes achieved by the Moslehi “mission” in China, Khamenei has ordered that an additional 80 million Riyals (US $ 55.7million) be paid to the Intelligence Ministry, and deposited in the fund for Iranian interests in China 2011 – 2012. Part of the sum will be invested in “human resources”, with emphasis laid on teaching the Chinese language to Iranian officers in Tehran, so that they can work efficiently on the secret documents they receive from China.

The Iranian military and espionage circus is at its very peak, but as for the Iranian people’s living standards, these will be determined by the Iranian elections in March 2012.

Today our Jewish friends begin their Chanukkah Celebration, Here is the story of how it began. I will be including things about this celebration over the next eight days for those who celebrate it as well as for those who don't to learn about it.

The Story

The story of Chanukkah begins in the reign of Alexander the Great. Alexander conquered Syria, Egypt and Palestine, but allowed the lands under his control to continue observing their own religions and retain a certain degree of autonomy. Under this relatively benevolent rule, many Jews assimilated much of Hellenistic culture, adopting the language, the customs and the dress of the Greeks, in much the same way that Jews in America today blend into the secular American society.

More than a century later, a successor of Alexander, Antiochus IV was in control of the region. He began to oppress the Jews severely, placing a Hellenistic priest in the Temple, massacring Jews, prohibiting the practice of the Jewish religion, and desecrating the Temple by requiring the sacrifice of pigs (a non-kosher animal) on the altar. Two groups opposed Antiochus: a basically nationalistic group led by Mattathias the Hasmonean and his son Judah Maccabee, and a religious traditionalist group known as the Chasidim, the forerunners of the Pharisees (no direct connection to the modern movement known as Chasidism). They joined forces in a revolt against both the assimilation of the Hellenistic Jews and oppression by the Seleucid Greek government. The revolution succeeded and the Temple was rededicated.

According to tradition as recorded in the Talmud, at the time of the rededication, there was very little oil left that had not been defiled by the Greeks. Oil was needed for the menorah (candelabrum) in the Temple, which was supposed to burn throughout the night every night. There was only enough oil to burn for one day, yet miraculously, it burned for eight days, the time needed to prepare a fresh supply of oil for the menorah. An eight day festival was declared to commemorate this miracle. Note that the holiday commemorates the miracle of the oil, not the military victory: Jews do not glorify war.

Russia has urged the European Commission to observe the rights of its energy giant Gazprom. The country’s Energy Ministry said its interests as a supplier and investor and protected by international agreements. The day before, members of the European Commission have searched offices of a number of EU energy companies that are one way or another linked to Gazprom. The Russian giant itself referred to this as common practice being in strict conformity with Brussels’ orders concerning the protection of competition. EU commissioners claim it is too early to talk about any violations. Voice of Russia’s Polina Chernitsa has this report.A rigorous search was carried out at offices of Gazprom Germania GmbH, Vemex in the Czech Republic and Lithuanian-based Lietuvos Dujos AB, all of which are Gazprom’s subsidiaries. Apart from that, commissioners visited the offices of German energy giants RWE and E.ON Ruhrgas. This is a totally unprecedented action, according to head of the International Energy Policy Center Yury Solozobov.

The only time the world is even aware of the undersea cables that carry internet signals around the world is when they are cut off - such as when a cable connecting Europe to the Middle East failed last year, or when a trailing ship's anchor cut through a cable under the Indian ocean.

Now, a new interactive map from Telegeography should help ships to steer clear of the multi-billion-dollar network of high-power cables through which 99 per cent of global internet traffic travels.

The map - using info from the Global Bandwidth Research Service - shows the position of cables (both planned ones and ones currently on the sea bed), and lets you know their landing stations, who owns them, how long they are, and when they'll come into operation if they are not already. The version on Telegeography's site lets you click on any cable who find out more.

Tim Stronge, of Telegeography, who created the map, says, 'Submarine cables are very expensive to build (generally ranging from $100m - $500m) but they deliver a huge amount of capacity.'

'Some of the older cables deliver only 20 Gbps - most of the new ones can deliver several terabits (terabit = 1,000 gigabit) of capacity,' says Stronge - home internet connections are typically between one and 50 megabits per second (a megabit being 1/1000th of a gigabit.

'Each cable costs about $10m a year in maintenance costs -- the price operators have to pay to keep repair ships on standby, and other costs. The cables themselves are often not much wider than garden hoses and contain fibre-optic lines which can each contain bandwidth for up to 20 million people.

One cable between the US and the UK carries 3.2 terabits of data per second - the 7,600 mile journey takes 0.00072 seconds.
Data on newer, hi-tech internet cables is 'flashed' down the lines by high-powered lasers, and the intensity is maintained by electrical repeaters costing up to Ł1 million each. An electrical cable runs parallel to the fibre-optic line to power the repeaters.
Failures can be catastrophic. One cable failure - between Sicily and Egypt - left more than 50 per cent of India without power in 2008, sending the country's computer industry and stock markets offline for hours.

For the last few years, especially since the public revelation of Operation Aurora, the targeted successful intrusion into Google and two dozen other companies, I have often been asked by our worldwide customers if they should worry about such sophisticated penetrations themselves or if that is a concern only for government agencies, defense contractors, and perhaps Google. My answer in almost all cases has been unequivocal: absolutely.

Having investigated intrusions such as Operation Aurora and Night Dragon (systemic long-term compromise of Western oil and gas industry), as well as numerous others that have not been disclosed publicly, I am convinced that every company in every conceivable industry with significant size and valuable intellectual property and trade secrets has been compromised (or will be shortly), with the great majority of the victims rarely discovering the intrusion or its impact. In fact, I divide the entire set of Fortune Global 2000 firms into two categories: those that know they’ve been compromised and those that don’t yet know.

Lately, with the rash of revelations about attacks on organizations such as RSA, Lockheed Martin, Sony, PBS, and others, I have been asked by surprised reporters and customers whether the rate of intrusions is increasing and if it is a new phenomenon. I find the question ironic because these types of exploitations have occurred relentlessly for at least a half decade, and the majority of the recent disclosures in the last six months have, in fact, been a result of relatively unsophisticated and opportunistic exploitations for the sake of notoriety by loosely organized political hacktivist groups such as Anonymous and Lulzsec. On the other hand, the targeted compromises — known as ‘Advanced Persistent Threats (APTs)’ (although this term lately lost much of its original meaning due to overzealous marketing tactics of various security companies, as well as to the desire by many victims to call anything they discover being successful at compromising their organizations as having been an APT) — we are focused on are much more insidious and occur largely without public disclosures. They present a far greater threat to companies and governments, as the adversary is tenaciously persistent in achieving their objectives. The key to these intrusions is that the adversary is motivated by a massive hunger for secrets and intellectual property; this is different from the immediate financial gratification that drives much of cybercrime, another serious but more manageable threat.

What we have witnessed over the past five to six years has been nothing short of a historically unprecedented transfer of wealth — closely guarded national secrets (including from classified government networks), source code, bug databases, email archives, negotiation plans and exploration details for new oil and gas field auctions, document stores, legal contracts, SCADA configurations, design schematics and much more has “fallen off the truck” of numerous, mostly Western companies and disappeared in the ever-growing electronic archives of dogged adversaries.

What is happening to all this data — by now reaching petabytes as a whole — is still largely an open question. However, if even a fraction of it is used to build better competing products or beat a competitor at a key negotiation (due to having stolen the other team’s playbook), the loss represents a massive economic threat not just to individual companies and industries but to entire countries that face the prospect of decreased economic growth in a suddenly more competitive landscape and the loss of jobs in industries that lose out to unscrupulous competitors in another part of the world, not to mention the national security impact of the loss of sensitive intelligence or defense information.

Yet, the public (and often the industry) understanding of this significant national security threat is largely minimal due to the very limited number of voluntary disclosures by victims of intrusion activity compared to the actual number of compromises that take place. With the goal of raising the level of public awareness today we are publishing the most comprehensive analysis ever revealed of victim profiles from a five year targeted operation by one specific actor — Operation Shady RAT, as I have named it at McAfee (RAT is a common acronym in the industry which stands for Remote Access Tool).

This is not a new attack, and the vast majority of the victims have long since remediated these specific infections (although whether most realized the seriousness of the intrusion or simply cleaned up the infected machine without further analysis into the data loss is an open question). McAfee has detected the malware variants and other relevant indicators for years with Generic Downloader.x and Generic BackDoor.t heuristic signatures (those who have had prior experience with this specific adversary may recognize it by the use of encrypted HTML comments in web pages that serve as a command channel to the infected machine).

McAfee has gained access to one specific Command & Control server used by the intruders. We have collected logs that reveal the full extent of the victim population since mid-2006 when the log collection began. Note that the actual intrusion activity may have begun well before that time but that is the earliest evidence we have for the start of the compromises. The compromises themselves were standard procedure for these types of targeted intrusions: a spear-phishing email containing an exploit is sent to an individual with the right level of access at the company, and the exploit when opened on an unpatched system will trigger a download of the implant malware. That malware will execute and initiate a backdoor communication channel to the Command & Control web server and interpret the instructions encoded in the hidden comments embedded in the webpage code. This will be quickly followed by live intruders jumping on to the infected machine and proceeding to quickly escalate privileges and move laterally within the organization to establish new persistent footholds via additional compromised machines running implant malware, as well as targeting for quick exfiltration the key data they came for.

After painstaking analysis of the logs, even we were surprised by the enormous diversity of the victim organizations and were taken aback by the audacity of the perpetrators. Although we will refrain from explicitly identifying most of the victims, describing only their general industry, we feel that naming names is warranted in certain cases, not with the goal of attracting attention to a specific victim organization, but to reinforce the fact that virtually everyone is falling prey to these intrusions, regardless of whether they are the United Nations, a multinational Fortune 100 company, a small non-profit think-tank, a national Olympic team, or even an unfortunate computer security firm.

In all, we identified 72 compromised parties (many more were present in the logs but without sufficient information to accurately identify them). Of these, the breakdown of 32 unique organization categories follows:
